Worth noting as a genuine point in Qwen's favor: releasing the flagship's weights at all, under any licence, is unusual. This chapter's research on the flagship's own model card observes that this is described, by outside commentary, as the first time a Qwen-Max-class model has been brought to open release at all, since most competitors keep their top tier API-only with no downloadable weights whatsoever. That is a real, meaningful openness, even while the licence terms governing it remain only partly confirmed by this book's research.
