Read that plainly. Below 700 million monthly active users, you can use Llama 4, including for commercial purposes, under the terms of the Community License, at no cost. At or above that threshold, the free license stops applying to you, and you must ask Meta directly for a separate agreement, one Meta can grant, modify, or decline entirely at its own discretion. Figure 3.1 draws that decision as a single branch.
